Q: Who are you?
A: The PCC is currently 'hosted' by the Society for Old and New Media in Amsterdam, the
Netherlands. It is not an organisation by itself. Many non-governmental organisations (NGO's) and
individuals worldwide have declared their commitment to the ideals formulated in the Charter.
Q: Who designed it?
A: The 'Founding Parents' of the PCC are The Third World Network (TWN), the World Association
of Community Radio Broadcasters (AMARC), VidŽazimut, the Cultural Environment Movement
(CEM), the World Association of Christian Communication (WACC) and the MacBride Roundtable.
Q: Who accepted it so far?
A: The PCC-constituency formally comprises all the members of the 'Founding Parents' as
mentioned above already. The ultimate goal is to gather one million individual signatures.
Q: What can we do?
A: Spread the Charter in your organisation and amongst your contacts. Discuss the text in your
organisation and formulate a common statement to adopt it's principles.
Q: How was it disseminated?
A: It has been published in a number of scholarly and special interest journals. For example the
World Association of Community Radio Broadcasters (AMARC) and the World Association of
Christian Communication (WACC) distributed it through their international network of members.
Q: What is the goal?
A: General recognition of the issues raised and adoption of the PCC-standards into national and
supra-national policies worldwide with an effective monitoring system to signal violations. By
signing the PCC you place yourself under it's growing constituency.
Q: It's abstract, what can I do in practice as an individual?
A: Critically assess your situation in relation to the PCC, report discrepancies between the PCC
standards and daily practise. Create awareness of the issues involved, demand for adoption of the
PCC in national policy.
Q: When will amendments to the charter be accepted and by whom?
A: When a sufficient number of the signatories are gathered consensus needs to be reached before
any amendment is accepted. The last time this happened was at the founding convention of the
Cultural Environment Movement.
Q: Can I publish it in our magazine?
A: Please do.
Q: Why is there no translation in my language?
A: Currently volunteers around the world have offered to translate the charter. If you want to
translate the PCC feel free to do so. Write the PCC-webmaster.
